I have the honour to again refer to your letter No.
1 in 26/1925 of the 2nd February regarding the proposal to lay
Water Mains across Hong Kong Harbour.

An advertisement was inserted in the Engineering Press and also in the "Times" inviting tenders for the proposed
works but two firms only have submitted tenders, namely:-
Messrs: Sir W. G.Armstrong Whitworth and Co.d.
Messrs: Wm. Muirhead Macdonald Wilson and Co.Ld.
Copies of the tenders submitted by these firms are enclosed and
a copy of the covering letter accompanying the tenders in each case
has been attached to the copy of the tender.

Tenders were forwarded to our Consulting Engineer,
Mr.Wm. Fairley, for his observations and we enclose a copy of
his report thereon dated 7th October. A copy of Mr.Fairley's
report and copies of the two tenders were forwarded, in
compliance with the last paragraph of your letter under acknowledgment
to Mr. R.M.Henderson for his observations and Mr Henderson has
since called herea nd discussed the matter with us. As Mr.
Henderson was due to return to the Colony almost at once he was
unable to spare sufficient time to examine the tenders closely
but he is taking copies with him to the Colony and will be in a
position to go into the matter fully on his arrival in Hong Kong.
An examination of the tenders will show that while
both tenderers have quoted a lump sum price for the whole work,
Messrs: Sir V.G.Armstrong Whitworth and Co.Ld. make an alternative
proposal to carry out the work at cost price plus a fixed fee and
